PACE - Proper Analysis of Coherent Excitations

This is for the provision of a software development team for the design and development of the core framework of a multi-dimensional data analysis application for parallel and distributed computing.

This contract was awarded via a Digital Outcomes Specialists 3 procurement process.

**The Contract Change Notice 001" was reduced to £372,090.15 excluding VAT.

**The Contract Change Notice 002" is to increase the Call-Off Contract value by £185,800.00 excluding VAT and extend the Call-Off Contract to 12th February 2021.

These options were not provided for in the original procurement. However, due to the agile nature of the requirement the work has proven to be more complex and onerous than expected leading to the need to increase the time and resources required to complete the project. DOS framework allows for a contingency margin of up to 20% overspend for each individual Statement of Work during the term of the SOW and up to 25%-time extension to account for the agile nature of DOS contracts. However, as the increase in value of this Call off Contract will exceed the 20% allowed under the framework the Contracting Authority wishes to rely on Regulation 72.1.b.
