Provision of Financial / Commercial Support for the 3rd Generation Tram Procurement

The West Midlands Combined Authority (WMCA) is looking for Financial / Commercial Support from a services provider that can demonstrate relevant experience of Tram / Railway Vehicle Procurement in a similar government agency procurement structural scenario.

The headline deliverables to be covered within this provision are as follows:

1. Planning (Pre Formal Procurement) Stage
2. Selection Questionnaire (SQ) Stage
3. Invitation to Tender (ITT) Stage
4. Best and Final Offer (BaFO) Stage (If Required)
5. Contract Negotiation Stage

The successful supplier must be able to evidence within their tender submission knowledge and experience in the following areas:

1. Their ability to provide the required financial / commercial support at WMCA's offices in Birmingham

2. Relevant experience relevant experience of Tram / Railway Vehicle Procurement in a similar government agency procurement structural scenario

3. Experience of different financing options (such as outright purchase, leasing arrangements, private finance, etc.) and an understanding of the applicability and efficiency of these in a tram procurement scenario

4. An Understanding of Railway Vehicle Whole Life Costs and Financial Modelling.

The evaluation will be conducted on the basis of 20% Price and 80% Quality.
