Town Deal Business Case Development Support

Purpose of commission

Supporting Town Deal projects across the four towns to draft 5 case model Green Book Full Business Cases for submission to CC within a 12-month period.

Across the four Cornish Towns with Town Deals there are around 35-40 projects - some of which consist of several interventions under one project heading, for example Penzance's 'Sustainable Travel Networks' is a series of linked activities within the town but that may benefit from phased delivery aligned to other capital development in the town. As the development work continues, undertaken by project leads, the delivery approach will be clarified which may have an impact on business cases, essentially determining if this should be covered in one single business case or a series of linked business cases.

Arcadis have undertaken a post-submission review of projects, across all four programmes, which highlights various weaknesses and strengths of each project as it relates to the 5 case model and practical delivery considerations, as well as identifying potential early wins. This is a useful starting point to understand the relative delivery status of each project and indicating where concentrated support will be needed.

Scope

The main purpose of the commission is to provide advice, guidance and document drafting support to the project leads across 4 Town Deal areas. The programmes comprise of multiple separate projects, all at varying stages of development, and support required for each will be determined on a case by case basis depending on the existing level of capacity and skills within the project leads / teams.
