The Council requires a supplier for the provision of an Ultra-Low Emission Vehicles (ULEV) Hackney Carriage 'Try-Before-You-Buy' Scheme that operates in Birmingham and is available exclusively to Hackney Carriage drivers who hold a valid license with the Council.

This contract will be for a period of 20 months commencing and expiring on the following indicative dates: 13th December 2021 until 7th August 2023.

A summary of these requirements is detailed below.

  • oThe Provider will make available a minimum of 5 LEVC TX Vista Comfort Plus vehicles for use on a Try-Before-You-Buy basis.
  • oThe Scheme must be open for application by any Birmingham City Council licensed Hackney Carriage driver and prioritised as per the Specification.
  • oThe vehicles must be made available to a User for a full Try-Before-You-Buy Period of 2-months.
  • oEach vehicle must be operated for six full Try-Before-You-Buy Periods.
  • oThe Provider shall licence and pay all licensing fees, taxes and insurance required for the vehicle.
  • oThe Provider will present monthly performance management information to the Council.
  • oAt the end of the Scheme, the vehicles must be sold exclusively to Birmingham Licensed Hackney Carriage drivers and prioritised as per the Specification.
  • oThe contract period will include the following three stages in sequential order:
  • an 8-week mobilisation period;
  • the Try-Before-You-Buy Scheme will be in operation for a period of 12 months; and vehicle sales will take place up to 6 months after the Try-Before-You- Buy Scheme ends The Council will be using its free to use e-tendering system (in-tend) for the administration of this procurement process and potential suppliers must register with the system to be able to express an interest.
