Bolsover District Council (BDC) is seeking Quantity Surveying Services (QS) to work alongside BDC in bringing forward a 4 year programme of new build Council housing on BDC owned land.
The Council has recently adopted a Growth Strategy, setting out its ambition and objectives for delivering economic and housing growth within the District. This includes a priority of enabling housing growth by increasing the supply, quality and range of housing to meet the needs of a growing population and support economic growth. As part of the growth agenda, and in order for the Council to take advantage of opportunities provided by the HRA self-financing system, the Council is looking to:
| • | Deliver a programme of new build council housing; and |
| • | Bring forward land assets for housing, and potentially mixed use and commercial development. |
The Council has agreed an initial list of 40 potential sites, of which 5 sites, totalling 33 houses have subsequently been given the go ahead and finance secured. Feasibility and viability work is now due to commence on the second tranche of sites with the aspiration to deliver a programme of 100 new council properties by March 2019.
This piece of work is part of the Council’s strategic approach to asset management and delivering our growth ambitions. Key objectives of this project are:
| • | to understand the capacity of Council owned land assets to support the housing and economic growth agenda; |
| • | to understand and realise the value of Council owned land assets; |
| • | to understand barriers and opportunities associated with bringing forward Council owned land assets for development, and understand how barriers can be overcome; and |
| • | to bring forward sites for development, either through the open market or through the Council building new homes within the HRA. |
A construction partner, Woodhead Living, have recently been appointed for design and build of all the sites brought forward through this programme. As part of the tender process, Woodhead Living provided a schedule of rates for preliminaries and site overheads, to be applied to future schemes. Therefore, on a scheme by scheme basis, the build costs (Including prelims) need to be validated to ensure the council obtain value for money and costs are in line with the current market and site requirements.
Although this RFQ is focused on Bolsover District and sites within the district boundary, the QS service may also be used on North East Derbyshire District Council sites where a similar programme of development may be brought forward in the near future
