509_15 Parking Management Solutions

A framework for the supply, installation and maintenance of Pay and Display Solutions, Pay on Foot Solutions and Civil Enforcement (software) Systems. The framework will consist of three lots:•Lot 1- Pay & Display Solutions to cover the supply, installation and maintenance of Pay & Display ticket machines and associated services. Comprehensive payment options notably Mobile Phone / Near Field Communication (NFC) are also included to help Customers improve parking convenience.•Lot 2 – Pay on Foot Solutions to cover the supply, installation and maintenance of Pay on Foot products and services. As a guide these include entry/exit lanes, barriers, pay stations, and control centres. In addition to these commonly purchased items, emerging technologies such as ANPR are envisaged to form a key part of Customer requirements and are therefore available for purchase.•Lot 3 - Civil Enforcement Solutions to cover software solutions and associated services and hardware to assist Local Authorities manage their enforcement under the Road Traffic Act 1991 (RTA) / Traffic Management Act 2004 (TMA) and other similar legislation.Whilst initially for use by local authorities served by ESPO (see www.espo.org for further details), being a Central Purchasing Body as defined by the EU Combined Procurement Directive 2004/18/EC, the Framework Agreement may also be open for use by the following classifications of user throughout all administrative regions of the UK: Local Authority Councils; Educational Establishments (including Academies); Central Government Departments and their Agencies; Police, Fire & Rescue and Coastguard Emergency Services; NHS and HSC Bodies, including Ambulance Services; Registered Charities; Registered Social Landlords; Full details of the classification of end user establishments and geographical areas is available on: http://www.espo.org/About-us-%281%29/FAQs/LegalAn eAuction process may be used to award subsequent call off contracts following the reopening of competition among the parties to the Framework Agreement.

The framework agreement has the option to extend for up to a further 24 months. The total estimated values stated include the option period.
