description

Stockton-On-Tees Borough Council have a statutory responsibility to provide an Adults Social Care Service. The service is required to have a compliant, assured social care case management / care recording system in place to allow the effective assessment and review of all ASC clients and service users in Stockton-on-Tees. The existing solution has reached the end of its contract term, with no further contract extensions available.

Failure to provide a compliant solution would also impact on DHSC / CQC inspections and is necessary to fulfil related statutory performance monitoring and reporting functions. Adults Social Care as a service would cease to function due to inability of workers and front door staff to access the case files for all new, current and historic service users. Payments would stop to all Social Care providers, currently valued at approximately £7.5 million per month. We would not be able to meet our statutory duty for providing an Adult Social Care service.

To re-procure and implement a system of this size, this would require 2-3 years. As the contract is due to start October 2026, we do not have the time to run a tender. Additionally, by remaining with the incumbent supplier, we will avoid any implementation, data migration and mobilisation costs. Consequently, bringing the value of this contract down.
