School Aged Immunisation Service for Bedfordshire, Luton and Milton Keynes

NHS Arden and Greater East Midlands CSU (AGCSU) on behalf of NHS England Midlands & East (Central Midlands) is inviting suitably qualified and experienced providers to deliver School Aged Immunisation Services for Bedfordshire.

This procurement will be conducted by AGCSU on behalf of NHS England Midlands & East (Central Midlands) (referred to as the Commissioners). Any contract arising from this procurement will be between the successful Provider and NHS England (National Health Service Commissioning Board).

The key objective is to deliver a compliant comprehensive procurement process for the appointment of a successful Bidder that fully meets the Service specification criteria for delivery of quality service. This will be via the open procurement process. The successful Bidder will be awarded an NHS Standard Contract for the provision of School Aged Immunisation Services for the Bedfordshire (Central Bedfordshire & Bedford Borough), Milton Keynes and Luton region that will meet the technical and financial requirements for NHS England Midlands & East (Central Midlands).

As a result of this procurement exercise an agreement will be established with the successful Bidder for a period of 3 years, with the Commissioner having the option to extend the Contract for up to a further 2 years. The contract to be entered into will be in accordance with the general NHS Standard Contract 2016/17 issued by the Commissioner(s). It is envisaged that TUPE will apply to this contract.

The contract value over the 3 year contract term is as follows: Bedfordshire (Central Bedfordshire & Bedford Borough) - circa £377,000 per annum (excluding V.A.T.) Milton Keynes - circa £255,000 per annum (excluding V.A.T.) Luton - circa £211, 000 per annum (excluding V.A.T.)

The services will be procured as per the Light Touch Regime detailed in Section 7 of the Public Contracts Regulations 2015 (“The Regulations”), using the Open Procedure. It is worth noting here that NHS Arden

and GEM CSU will only be bound by those parts of the Regulations that applies to contracts for Social and Other Specific Services. The Health & Social Care Act 2012; in particular the regulations made under Section 75 will also be taken into consideration.
