Dudley Metropolitan Borough Council has a requirement for the Provision of Service Provider(s) to offer support to people with statutory complex mental health needs in the borough. Successful service provider(s) will be required to deliver a proactive, high quality support service that is service user focused, promotes independence and provides personal choice. The services required will be delivered by service Provider(s) who have experience of working with people with complex mental health needs, focusing on working with those service users to achieve the outcomes identified as part of a coproduced support plan and in support of Dudley MBC with its statutory responsibilities under the Care Act 2014. The Council is seeking service provider(s) who will work in partnership with the Council to provide a new and innovative support service to people with complex mental health needs within the Borough of Dudley.
Lots 1 & 2 - Lea Bank Project relates to the procuring Support Provider(s) to provide care and support to people that will be living in a Council new build housing project who use secondary mental health services, are Care Act Eligible and have complex needs. This new build housing project is the first of its kind within the mental health services in the Borough and will provide person centred, recovery focused support for people with complex mental health needs. The Project will comprise a total of 15 units of accommodation with specialist support, there will be 7 units of accommodation in two shared houses and 8 individual 1 bedroom apartments with a carer pod within the apartment building.
Lots 3 & 4 These exercises are for information gathering that will be used at a later date. No decision or award will be made as it is an opportunity to open up discussions with new providers to support Dudley MBC to look at solutions to the identified gaps in the market
Additional information: The successful Provider(s) are required to take account of sustainable development e.g. environmental, social and economic impacts of delivery and to actively participate in the protection of the environment. Accordingly contract performance and conditions may relate in particular to social and environmental considerations.

- i)not to award any contract as a result of the procurement process commenced by publication of this notice
- ii)to make whatever changes it sees fit to the content and structure of the tendering competition
- iii)to award contract(s) in respect of any part(s) of the requirement covered by this notice; and
- iv)to award contract(s) in stages and in no circumstances will the Council be liable for any costs incurred by candidates
Please note: This tender is split across 4 lots. Lots 1 & 2 (Leabank) will be evaluated as part of this tender exercise.
Lots 3 & 4 - both these Lots are being undertaken as a market expansion exercise for information gathering, that will be used as a later date. No decision or award will be made as it is an opportunity to open up discussions with potential providers at a later date.
Tenders are invited for all, any or a combination of the Lots. Tenders should however clearly indicate if the offer in relation to any Lots is contingent upon the award of any other Lot.
