Suffolk County Council, Ipswich & East Suffolk and West Suffolk CCGs (the partners) are reviewing their commissioning strategies for care homes (residential and nursing) and domiciliary care. In order to make informed decisions about forward plans and to ensure services are fit for the future there is a need to bring together market intelligence to ensure that the commissioned services are sustainable, of the right quality and affordable.
To this end a jointly commissioned, time-limited Strategic Market Review to inform the future market development strategy is to be undertaken.
The partners are looking to commission an organisation who has experience of delivering whole system market reviews, particularly within care markets, which draw together analysis of qualitative and quantitative market and commissioner information and data, direct engagement with stakeholders and desktop research.
The partners will be using this review to inform their future commissioning decisions and as such will be looking for organisations that deploy a robust methodology which will deliver the outcomes required. The care market is complex and rapidly evolving and therefore the partners are looking to commission an organisation who can evidence that they understand the market and have delivered research within this field before.
