NHS England - North (Yorkshire and The Humber) Health & Justice Commissioning Team is seeking to procure Healthcare Service Provision for the Doncaster Prisons Cluster comprising HMP Doncaster, HMP Lindholme, HMP Moorland and HMP Hatfield.

The current total prisoner/patient population of the four prisons is 3,307. There is a possibility that in the future there may be changes to the adult male prisons estate in the Doncaster prisons cluster region so we want to flag this possibility to bidders from the outset. In the eventuality of the prisons profile changing then we would work with healthcare providers to manage those changes, including any necessary variations to contracts and any changes to funding.

We invite responses from the market for information to assist us with the design and structure of the contract tender, in particular to help us determine appropriate financial thresholds for the tendered contract, length of duration of the contract, preferred contracting model, support for developing strategic partnerships, and to help us identify specific areas of risk relating to the tender.

Additional information: This procurement project’s key objective to secure the healthcare needs of the people, i.e. the prisoners/patients of the Doncaster Prisons Cluster, who use these services is by creating a new clinical contract for the provision of a comprehensive range of health services for patients in custody. The service provision will be commensurate in equivalence of quality and access to what patients could expect were they living in the community as opposed to being in prison. We particularly want to see for the new contract improvements to the timely access to services for patients in these prisons and improved efficiency of pathways for patients.

High level key objectives of the project are:

1.Securing the needs of the people who use the services.
2.Improve the quality of services.
3.Improve efficiency in the provision of the services.
