Provide Property Market Advice for the site. This will include:
Market Review including soft market testing
Qualitative Assessment of disposal options
Quantitative Assessment of disposal options: including financial appraisal and NPV analysis Feed into the marketing/tender information pack to support site disposal Contribute to tender evaluation process
Secure outline planning permission for a housing-led mixed-use scheme for the site which facilitates HCA objective to secure ‘best value’ in disposing the site. The appointed consultant team will undertake the following key areas of work:
Project management of team and co-ordination of reports
Planning (full range of services/reports including any fees associated with pre-application discussions)
Pre-planning application engagement and negotiation with all relevant statutory consultees
EIA screening (and scoping, if required)
Environmental Statement (if required)
Public and stakeholder engagement (including drafting of Statement of Community Involvement)
Masterplanning & Urban Design (including Design & Access Statement and full range of plans to support outline planning application)
Services & Utilities engineering (including consultation and budget estimates)
Environmental services including flood risk; drainage strategy, noise, air quality, geo-environmental desk study; archaeology, open space, ecology Transport assessment and Travel Plan
Section 106 Heads of Terms/CIL (if required)
The consultant shall also provide a geo-environmental study, which may be composed of two stages depending on the findings in stage one. This shall include:
Stage 1 desk study: Review existing site information, including obtaining additional reports from previous GI contractors, and agreement of a Phase 1 contamination risk assessment and conceptual site model with the statutory consultees.
Stage 2: Prepare and agree a scope of ground investigation to establish likely cost, and agree that scope with statutory consultees
Comply with HCA procurement rules for tender of GI contractor. This is likely to include the use of contract finder
Interpret the ground investigation results and produce a report including Phase 2 contamination risk assessment, assessment of ground related constraints
Cost review of remediation and earthworks options and their impact on the proposed masterplan
Production of an outline remediation and earthworks strategy to discharge potential planning conditions associated with contamination
