  1. INTRODUCTION St. Helens Council has a statutory duty to manage and maintain the local highway network, including public rights of way, to minimise disruption and ensure the safety of all users. This Invitation to Tender (ITT) is issued to organisations that have an interest in the provision of the works described. Interested parties should apply through The Chest e-procurement portal at https://www.the-chest.org.uk/ All enquiries and submissions are also made through The Chest. Each such organisation is hereinafter referred to as “the bidder”. Bidders base their prices on carrying out the works during normal working hours. 2. CONTRACT COMPOSITION St. Helens Council and the Environment Agency are collaborating on a project to reduce the flood risk caused by services crossing the stream near an existing footbridge. The Environment Agency is raising the services as a separate contract. 3. WORKS DESCRIPTION St Helens Council are seeking qualified and experienced contractors to remove the existing footbridge (3.5m single span concrete encased RSJ slab, 1.3m wide with 1.1m steel railings) and replace it with a new steel fabricated footbridge with 2 spans approximately 3.5m and 3.4m placed at a slightly higher level to reduce flooding at the existing location. It is fabricated in two sections and bolted on site at the centre support. The circular hollow sections under the deck are structural components but are left unobstructed with draw ropes to act as service ducts. There are services in the approach track and in pipes crossing the watercourse near the bridge. A temporary closure of the public footpath is required. The site is on a public right of way connecting Parsons Brow with Beech Gardens, Rainford. Nearest postcode WA11 8DJ. The works are carried out under NEC3 terms and conditions for the Engineering and Construction Contract (ECC) using Option B (bill of quantities). Bidders must be familiar with these conditions and any modifications or additions. The bid is evaluated as 70% price:30% quality and bidders complete and submit the Contract Data Part 2, Pricing schedule and the Invitation to Tender documents as their submission. The Council is exercising its right to obtain further evidence and will invite the most economically advantageous bidder as a prospective supplier to submit a Tender Evidence Document. A copy is included with the bid documents but does not need to be completed until you are asked but please read it to ensure you can complete. Prospective suppliers may still be excluded if their TED response is late, incomplete or otherwise unacceptable and St Helens reserves the right to invite other bidders should a prospective supplier’s TED be excluded. Last date to submit questions about the ITT: 17:00 on Friday 11 November 2016 Return of bids: 16:00 on Wednesday 16 November 2016
