North and East London Commissioning Support Unit (NELCSU) is a commissioning support service hosted by NHS England and is managing this process for and on behalf NHS England North (North West) (the Commissioner).
The Commissioner is seeking expressions of interest from potential providers for Bariatric Surgery (Tier 4 Severe and Complex Obesity) services commencing 01/04/2017. The procurement is split into 2 Lots. Lot 1 - Greater Manchester, Lancashire and Cumbria; Lot 2 - Merseyside and Cheshire. The Commissioner intends to award one contract per Lot as a result of this procurement. The contracts will run for 3 years followed by an optional 2 year extension. Therefore there may be a maximum contract period, if all extension options are taken up, of 5 years.

The main clinical aim of a Tier 4 specialised complex obesity service is to achieve a significant reduction in the burden of obesity-related co-morbidities, where all other services have been unable to achieve this. This will be achieved by facilitating a significant, and sustained, weight reduction in the patient.
The provider of a Tier 4 complex obesity service will, as part of a continuous pathway of care, deliver a service providing specialised care, including both non- surgical interventions and surgical interventions, for patients who have been unable to achieve and/or maintain significant weight-loss.
Payment will be in line with the National Tariff and the contract to be used is the NHS Standard Contract.
This procurement will be conducted via NECS e-tendering system (PROACTIS) accordingly there will be no hardcopy documents issued to bidders and all communications between bidders and NECS, including tender submissions, will be conducted via the PROACTIS portal.
