Government are legislating to introduce statutory regulation for the heat networks market. Ofgem will be the regulator. The Heat Networks team believe that to regulate the heat networks market effectively, Ofgem will require a cloud-based digital platform for collecting regulatory data direct from the regulated entities. This would include collecting data to verify compliance, provide analytical insight and manage invoicing and general administration. In line with the Government Digital Service (GDS) Service Manual, the recommended approach for creating digital public services is to begin by launching a discovery phase. This will allow Ofgem to understand the challenges around creating a heat networks service before Ofgem commits to building it.
