The evaluation will assess, firstly whether the scheme is effective in achieving its stated purpose of providing technical economic and
statistical support which successfully enhances the capacity of their host organisation for improved policy making and implementation. Secondly, it will assess the extent to which the scheme is meeting its expected impact, i.e. making a demonstrable contribution to improved capacity and effectiveness of developing countries and the international development community to deliver poverty reduction, in line with the UK's Aid Strategy. The evaluation will be used to inform DFID's consideration of future funding of the scheme.
