Portsmouth City Council - the 'Council' - is inviting tenders for inclusion on a multi contractor framework agreement that will be used to let demolition works within Portsmouth and the surrounding sub-regional area. The framework will be open to all contracting authorities situated within Hampshire, East & West Sussex and Surrey to utilise, however the Council cannot provide any usage commitments to this effect.

Award of the framework and live project contracts is targeted for September 2019. The agreement will run for a period of 4 years with the option to extend by a further 2 years. Most works will fall between a value range of ?20k and ?300k. The Council estimates its own direct spend between ?1.0M to ?1.5M on demolition works per annum.

The framework agreement will be established via evaluation of tenders for the demolition of Edinburgh House, approximate value ?250k with onsite works commencing end of September 2019 and completed by late-December 2019. The live project will be let using the JCT Minor Works Contract (2016).

The project will be let on an individual basis to the contractor who achieves the highest score. That contractor plus the next ranking contractors up to a maximum total number of 10 will be appointed onto the framework agreement.

The deadline for submission for clarification is Friday 9th August 2019 (23:59) and the deadline for submission of tenders is Monday 19th August 2019 (12:00).

To be awarded a place on either tier of the Demolition Works Framework Agreement or the individual call off works for Edinburgh House, contractors must demonstrate and maintain membership to the National Federation of Demolition Contractors (NFDC) or hold an equivalent recognised standard.

The scope of works to be covered under the framework is likely to include, but not be limited to:

  • oPrelims/Site Preparation Work/enabling works including ground works
  • oSite investigations - including interpreting reports, additional testing requirements of spoil and disposal to licensed tips etc.
  • oWorking on land with potential contaminants, requiring contractors to adhere to relevant Environmental Health legislative standards
  • oFoundations Removal - removal or relocation of underground obstructions including sub-structure
  • oHard Standing Break Up and Removal
  • oSoft & Hard Strip
  • oReclaim Materials
  • oCrushing, Storage & Disposal of Waste
  • oSite Clearance and Disconnection of utility service or removal of redundant plant and services
  • oSite Re-Cover
  • oLicensable Asbestos Containing Material Removal
  • oNon-Licensable Asbestos Containing
