BACKGROUND TO THE REQUIREMENTS
- HMCTS is an executive agency, sponsored by the Ministry of Justice and responsible for the administration of criminal, civil and family courts and tribunals in England and Wales. HMCTS follows the Ministry of Justice's strategic vision for reform, to create a more effective, less costly and more responsive justice system for the public.
- HMCTS employs around 17,000 staff and operates from locations in England, Wales, Scotland, and Northern Ireland. HMCTS provides the supporting administration for the courts and tribunal system, driving improvements across all aspects of the administration of the courts and tribunals
- Libra GoB handles the enforcement of fines and is classified as critical for HMCTS' operational services. Libra GoB is the oldest of the historic applications in the DLRM scope (over 30 years old). Libra GoB relies upon end-of-life hardware and software and is an inextricable part of the Libra suite.
- The Decommissioning & Legacy Application Risk Mitigation (DLRM) Programme is responsible delivering the Libra GoB replacement. The overarching objective of DLRM is to update much of HMCTS' existing IT estate. This will be achieved through re-platforming certain applications through modernisation, replacing some applications and finally decommissioning applications that are no longer required.
