description
Historic England wishes to commission a project to: develop an evaluation framework for Historic England. The evaluation framework must employ an outcomes focused logic model approach and align with the Treasury's Magenta Book guidance for evaluation.
The project method should include a desk based review of Historic England's corporate documents; existing performance metrics and methods; guidance and evaluation best practice. Qualitative research methods are essential including face to face interviews with Historic England staff and stakeholders. A key output of the project will be recommendations on performance indicators based on the organisation's logic model.
The framework will guide the systematic collection of evidence that most comprehensively and robustly demonstrates the impact and performance of Historic England. The framework will also map how our activities and actions impact strategic outcomes. The project should also include an impact risk framework for assessing the extent to which corporate activities are (or are not) achieving strategic outcomes.
