Procurement of Integrated Urgent Care Service comprising NHS 111, GP Out Of Hours, and Care Navigation. Potential inclusion of other supporting out of hours healthcare responders.
The Commissioner is NHS Ashford CCG as Lead Commissioner and NHS Canterbury and Coastal CCG, NHS South Kent Coast CCG and NHS Thanet CCG as Associate Commissioners.
The Commissioner is supported in this project by NHS South East CSU (the CSU) and its procurement partner NHS Commercial Solutions (NHSCS), which is managing this procurement.
The Commissioner has identified five key requirements to deliver the future service vision for East Kent:
- A patient-centred service that demonstrates the best possible clinical outcomes and improved patient experience.
- Greater integration between front line services and seamless working. The new integrated NHS 111, GP OOH and Care Navigation Service should work seamlessly with the developing Integrated Urgent Care Centres co-located within the Accident and Emergency departments and satellite units.
- Greater responsiveness of services and reduced duplication. By re-configuring existing services, the health economy will: improve health outcomes for patients, reduce the number of patients accessing traditional accident and emergency services, reduce the need for acute admission to Hospital, improve the overall experience for patients.
- Admission prevention and avoidance. Provide an effective and simplified alternatives to hospital admission across seven days. This is especially important for patients with complex needs and chronic illness.
- Right care, right time, right place. Provide a simplified system whereby patients are able to access expert diagnosis and assessment in the setting that is most appropriate to their clinical needs.

This procurement is being conducted using the Bravo eSourcing portal. Bidders wishing to participate in this procurement must declare an Expression of Interest (EOI) and submit a Pre-Qualification Questionnaire (PQQ) response in the manner detailed in MOI section 3.2.3
The EOI and PQQ response must arrive before 9am on 1 June 2015
Bidders wishing to attend the bidder information event on 19 May 2015 should refer to MOI section 3.4 and complete and return the registration as described.
The registration must arrive before 12 noon on 15 May 2015.
