The COVID pandemic, and the resultant challenging fiscal environment, has heightened the need for more effective and efficient delivery by all government departments. To achieve the Ministry of Justices (MoJ) strategic outcomes we must have an estate that is fit for the 21st century. For the estate to operate efficiently, its buildings, fixtures, and fittings must be maintained to modern day standards. The Property Transformation programme (PTP) will drive significant business transformation across the MoJ estate, comprising of the Her Majesty's Prison and Probation service (HMPPS), the MoJ Cluster estate, as well as a significant portion of the Home Office estate. It is especially important, therefore, that the MoJ prioritises Facilities Management (FM) as the estate is expected and required to operate in an exceptional way.

The PTP is seeking to capitalise on the expiry dates of current contracts as an opportunity to drive forward the transformation, investing in the development of a common functional operating model, enhancing the delivery of FM services with new technology and systems to increase efficiency and prepare the estate for future needs. Key to the success of this programme will be the development of a high performing property management capability within the organisation. This capability will deliver specialist Facilities Management knowledge and skills as well as provide an integrated Asset Register - significantly improving the information we hold on our assets.

The FM professional services provider will support the PTP team in the development of a new, complex, departmental-wide approach to Facilities Management, assisting with the maturing of the PTP business case by evaluating the cost, benefit and risk of alternative options and providing a rationale for the preferred solution.

The professional services provider will additionally provide technical support in the development of the future FM service and its technical specification. They will also review the existing FM contracts so we can define and procure a value for money proposition that benefits the wider MoJ estate.
