As part of the Strategic Transport Plan and to support Midlands Connect (MC) submissions for Major Road Network (MRN) development, MC is seeking to procure consultancy services to undertake a study to identify technology-focused solutions for a rural MRN route and develop the Strategic Outline Business Case (SOBC) for that route.
Five shortlisted routes have been identified through the initial prioritisation undertaken by MC for all the rural routes in their area. The MRN routes prioritisation tool (ORT Tool) developed during the 'MRN Technology Solutions Route Study' has been used to identify these five routes. The ORT tool assesses each route against a number of technology base solutions and alignment with DFT and MC objectives.
MC's intention now is to take one of these five routes identified during the initial prioritisation to the SOBC stage. The selection of one route from these five is also included in the scope of this study.
This study will be undertaken in two phases. The key tasks and deliverables associated with all these phases are outlined briefly below:
Phase 1:
