Hartlepool Borough Council (HBC) has a requirement to understand the range of options available for the delivery of sustainable, high quality care for older people in Hartlepool, across the continuum of need where the eligibility criteria is met, including but not restricted to domiciliary care and residential / nursing care. This would include the possibility of developing a Local Authority Owned Company (LAOC), as well as other potential delivery models. The Council has concerns about the quality and sustainability of provision for older people and also the terms and conditions offered to care staff by private employers, and wishes to explore the feasibility of such services being provided differently, and potentially through a LAOC.
