Peterborough City Council are seeking a contractor who will be required to provide a comprehensive dog warden service which complies with the council's statutory responsibilities under the following provisions conferred by the following Acts and Act, Order or Regulation made under them and all other implemented during the contract period:\ -The Environmental Protection Act 1990 and any regulations made under this act\

-The Dogs Act 1906 (as amended)\

-Section 27 of the Road Traffic Act 1988\

-Clean Neighbourhood and Environment Act 2005\

-Dangerous Dogs Act 1991 - this may be at the request of the police\

-Anti-Social Behaviour, Crime and Policing Act 2015.\

-Animal Welfare Act 2006\

The contractor will also need to have processes in place to accommodate all new and other legislation, byelaws, regulations', or orders and to take into consideration Government issued guidance relating to dogs which are implemented throughout the contract term for which the contractor must make do provision.\ The dog warden will be required to support and work with Prevention and Enforcement Officers on issues relating to dog fouling in accordance with the Council's Enforcement Plans, policies and procedures using the Council's current operating system. \

Peterborough is a cathedral city and unitary authority area in the East of England. Peterborough has an administrative area of 34,338 hectares made up of urban city and rural village areas with a population of c 203,600. \

Peterborough sits approximately 75 miles north of London within the county of Cambridgeshire and is bordered by Lincolnshire to the north, Fenland to the East, Huntingdonshire to the south, Northamptonshire to the south west and Rutland to the west.\

The number of reported stray dogs in Peterborough remains at a constant level over the last 3 years. Similar numbers of stray dogs are dealt with each year and the outcomes for those dogs collected remain similar across the periods. Data can be seen within the Specification document attached within the Procurement Portal. \ \

Note: It is anticipated that Transfer of Undertaking (Protection of Employment) Regulations 2006 will apply, bidders will be required to download, sign and upload through the Q&A section, a TUPE Undertaking of Confidentiality in the Authorities e-procurement system, Sourcedogg, before TUPE details and information can be released.
