The specific objective set out by the Government of Somaliland in its Public Financial Management Strategy is to “increase domestic revenue generation and the tax base to a sustainable level”. The Government of Somaliland has stated in the Strategy, and subsequently set out in its draft Revenue Act that it plans to establish a new Somaliland Revenue Authority (SLRA) through which to do this.
