In addition to the standard topics covered in a typical HIA study (Warmth and Comfort, Energy Efficiency , Reductions in heating bills, Safety, Security, Social Costs and Benefits); the Council would like additional key outputs from the Expert, which consists of:

  • (a)In terms of the Older People Sheltered programme, to gauge the additional impact of the adaptions (e.g. wet rooms) that the Council are installing, not only on health in terms of falls avoidance, but also, if possible, on any social care, e.g. any reduction of required home care services, provision of community equipment etc.
  • (b)The stress of the refurbishment process to older people and any indication how this can be minimised.
  • (c)Highlight the links between unemployment and social housing, and the impact of DH and LHS programme on this.
  • (d)How are residents supported in relation to the factors that prevent them from working (e.g. operation of benefits, debt support and the type of support they are offered in relation to employment search and employability)?
  • (e)How many jobs will it create and what opportunities will there be for residents to learn new skills that might help them get on in work? Will living in a decent home make residents any more likely to be in employment?
  • (f)The impact of DH and LHS programme on the wider environment (e.g. for active travel, play, and sports). Can children play safely inside or in front of the house?
  • (g)Is there sufficient protection from air pollution?
  • (h)In terms of traffic accidents, is the area/estate equipped with sufficient crossings into and out of the estate to ensure people can get around easily on foot and bike?
  • (i)The impact of financial security on residents’ mental and physical wellbeing, and the importance of continuing this provision for residents.
  • (j)The HIA to link back to the outcomes in Lambeth Council’s Community Plan
