The purpose of this commission is to appoint an external organisation with suitable experience and expertise to carry out on behalf of the West Yorkshire Combined Authority a due diligence exercise to enable the seamless transfer of the West Yorkshire Police and Crime Commissioner functions to the Mayor of West Yorkshire (the Mayor) and the transfer of assets and liabilities to Mayoral Combined Authority (MCA). This must comprise detailed risk assessment and analysis of the scale of transfer, resource requirements, timeframe and associated issues.

In order to execute the transfer effectively there is a need for clarity of the assets and liabilities which will transfer to the MCA upon dissolution of the Police and Crime Commissioner (PCC) function as a separate legal entity.
