As home to 60 per cent of the country's population (some 14 per cent of the global population)[1], the sustainable future of China's cities is crucial to global sustainable development and global emissions reduction. China's urban model is not currently developing in a way that will significantly reduce emissions, build resilience against climate change, benefit many of its citizens or effectively reduce the ever-widening inequality gap.

A range of UK industries are acknowledged as global experts in the fields of sustainable urban development and climate action - ranging from infrastructure services, consultancies, construction, technology, standards, professional bodies, academia, demonstrators, financial services, and think tanks. By bringing the UK's experience and expertise to bear, HMG wishes to deliver analysis and solutions to retrofitting barriers in China, to support enhanced climate action and other global goods and achieve a positive global impact.

Building on the supply chain gap analysis conducted in March 2021, the Authority wants to

  1. better understand the policy and market barriers to retrofitting buildings in China in a green and sustainable way, including what financial tools are and are not available currently in China for building retrofitting
  1. demonstrate the commercial case for retrofitting buildings to local stakeholders
  1. identify UK institutions with capabilities to reduce identified barriers deepen China's understanding of UK's strength in green retrofitting
