Via the DOS framework, HSCIC "the Authority" is seeking bids from organisations for development & development support services.
Presently there are a number of software development teams across the Authority where internal development resources are supplemented by external resource. As such to meet current and emerging business demands a competitive procurement is required for outcome based cross-programme services.
The Authority is looking to create a pool of programme agnostic supplier Call-Off contracts (estimated 6 suppliers/Call-Off contracts) capable of supporting any programmes development activities. This would have a central fund of £28m for all Call-Off contracts in aggregate.
This procurement is one of a number that the Authority will be running concurrently and will result in the award of a single Call-Off contract to a single supplier which will commence with the allocation of the Statement of Work (SOW) published along with this document (Appendix A). The procurements that are running concurrently will also result in a single supplier/Call-Off contract award.
Following its own internal governance and approval process the Authority will have the ability to award further SOWs through the resultant Call-Off contracts during the 2 year contract term.
This will allow the supplier to deliver development and development operations services to the Authority pursuant to Statement of Works (SOWs) agreed under this Call-Off contract. Such services may be delivered across any of the Authorities portfolio of programmes. The SOW's will not be exclusive to any supplier or framework nor guarantee any future levels of business.
This Call-Off contract and initial SOW will be procured through the Digital Outcomes and Specialists Framework.
Additional information: This is a call off contract with the capacity to award up to £56m over the contract period.
