SOFT MARKET TESTING

Sandwell MBC wishes to undertake a soft market testing exercise to canvass external providers of digital screen advertising structures to help shape, specify and develop large format advertising sites (both digital and backlit) across the borough.

The Council has recently obtained advertising consent for four digital LED screens, each 9 metres x 6 metres, on two supporting structures, at Ray Hall Lane, West Bromwich. Together, these four advertising faces will cover each of the slip roads that connect the M5 with the M6, in both directions, at the southern end of the intersection known as the Ray Hall Triangle – M6 J8. Traffic flows through these linkages were measured in June 2010, at which time total southbound movements over the 12 hours from 07:00 – 19:00 was 41157 vehicles, with 40057 vehicles northbound. The survey location was immediately below the point where the slip-roads merge and split, so these flows need to be halved to represent passing traffic for each individual screen.

The Council now is looking for an advertising provider to enter into a partnership and provide the following services:

  1. To develop these two premium sites with digital advertising screens that capitalises upon the locational advantages and generates a sustainable long-term income stream for the Council.
  1. To work in close partnership with the Council to identify, bring forward and develop a suite of high quality advertising sites at key points and alongside key routes within the Borough. It is anticipated that these would comprise around 12 faces at 8-10 separate locations. Some potential locations, all of which would be on Council land, mostly within the public highway, have already been identified but no advertising consents are currently in place. Locations would include the following:
  • Adjacent to the national motorway network
  • Alongside other heavily trafficked routes, eg A41 A34 A456 and A4123
  • On the key approaches to West Bromwich, the borough’s main centre and retail destination, identified as one of strategic centres within the Black Country Core Strategy
  • Gateways into the Borough
