In January 2018 WLBC carried out a soft market testing exercise (Our Ref DN317910) which sought feedback on the Council's leisure procurement plans. Feedback from the consultation exercise was used to inform the proposed strategy and in July 2018 WLBC Council voted unanimously to move forward with the procurement of new leisure facilities.

The current contract proposal includes the procurement of two new joint health and leisure facilities at Skelmersdale and Ormskirk, via a Design, Build, Operate and Maintain (DBOM) contract, which would be operated alongside a newly improved dry facility in Burscough.

The Council wishes to carry out a further market testing exercise to test the viability of its planned approach to ensure that the proposed procurement route would attract sufficient market interest.

The Council therefore wishes to meet with prospective partners to discuss the proposed DBOM procurement process and the current DBOM market.
