JNCC employs approximately 180 staff based mainly in two offices located in Peterborough and Aberdeen.
The JNCC is a Non Departmental Public Body, sponsored jointly by Defra and the Devolved Administrations. JNCC complies with the Civil Service pay guidance as issued by HM Treasury.
Compliance with Civil Service pay guidance has resulted in a lengthy period of no, or minimal, pay increases and minimal flexibility to address resulting issues through the application of current arrangements or establishment of new arrangements. Government has recently announced a further 1% per annum pay restriction for the next 5 years.
In addition to issues which have arisen during the pay restrictions, the organisation has a new organisational strategy and there are concerns that JNCC will not be able to recruit and retain staff with the competencies necessary to deliver this.
The JNCC is looking for an experienced consultant to review remuneration and reward strategy, policies and pay structure and levels across JNCC taking account of office locations. Policies include performance pay, reward and recognition, pay on recruitment and recruitment and retention allowance.
The aim of the review will be to develop a new strategy and approach which can be implemented in the context of Government pay policy to ensure:
| • | that we are able to recruit and retain staff with the competencies needed to deliver our organisational strategy; |
| • | we provide value for money to the tax payer |
| • | we are compliant with equal pay, and other relevant legislation.. |
The consultant will need to have good background knowledge and previous experience in working with Government organisations.
