ENGIE Services Ltd on behalf of North East Lincolnshire Council (NELC) are seeking to engage the services of a Commercial Energy Assessor for the provision of Energy Performance Certificates (EPC) and Recommendation Reports (RR). The successful contractor must be competent and suitably accredited Commercial Energy Assessor who is able to deliver the services identified in the specification in accordance with the Energy Performance of Building Regulations 2012.

The Authority is looking to have EPCs and RR completed for its entire property portfolio which equates to 450 properties. This will be completed through a rolling programme over a five year period. The programme will be prioritised on those commercial properties which require to be leased to new tenants and or existing leases renegotiated. The aim is to use the EPC and RR to inform on improvements which can be introduced to each property to improve the energy efficiency and the EPC rating, ideally achieving the highest rating to meet future targets which will be introduced for non-domestic properties under the Minimum Energy Efficiency Standards (MEES).

Through the period of the contract, EPCs & RR may be requested to support the Smart Energy Greater Lincolnshire programme (SEGL).

NELC have received £5.4m (of a total programme value of £9.2m) of funding from the England European Regional Development Fund (ERDF) as part of the European Structural and Investment Funds Growth Programme 2014-2020. The Ministry for Housing, Communities and Local Government is the Managing Authority for European Regional Development Fund. Established by the European Union, the European Regional Development Fund helps local areas stimulate their economic development by investing in projects which will support innovation, businesses, create jobs and local community regeneration.
