This notice relates to the establishment of 5 frameworks covering 5 areas of housing stock within London and Essex. The contract notice was published in the OJEU on 10 February 2016. The OJEU reference is 2016/S 028-044569 (please see attached notice for further details).

The procurement is divided into 5 lots as follows:

The framework is for an initial period of 36 months with an option to extend for a further period of up to 12 months. Family Mosaic expects the contract to start on 3 October 2016.

A maximum of 3 Lots can be awarded to one tenderer.

The scope of each framework includes:

  • a)Responsive Repairs:

The services will comprise but are not limited to building responsive repairs at Family Mosaic housing stock including but not limited to plumbing, drainage and an emergency outside of normal working hours service.

  • b)Minor/Improvement works:

The survey, design and carrying out of maintenance and minor/improvement works to Family Mosaic housing stock will compromise but are not limited to:

  • Refurbishment of kitchens, bathrooms and toilets;
  • Full or partial renewal of electrical installations and gas heating and hot water installations;
  • Internal improvements;
  • Energy and sustainability works;
  • External envelope repair and replacement works including windows, doors and roofs;
  • Cyclical decorations;
  • Communal area repair and replacement works;
  • External envelope repair and replacement works including windows, doors and roofs;
  • Cyclical decorations;
  • Communal area repair and replacement works;
  • External works and drainage;
  • Legal disrepair cases;
  • Disability aids and adaptations and all associated works to, and around, occupied or void dwellings and supported housing schemes for the young, elderly and people with disabilities.

Additional information: Candidates wishing to express an interest in one or more Lots must complete a pre-qualification questionnaire and submit this before the closing date. The pre-qualification questionnaire is set out within the procurement documents. Family Mosaic is utilising Share Point to manage the sharing of documentation in relation to this procurement. Family Mosaic are seeking to establish frameworks across 5 areas (Lots) within London and Essex to deliver responsive repairs, maintenance and minor/improvement works. 2 call-off contracts will be awarded per Lot each having a duration of 3 + 1 years. Under each framework, 1 contractor will be appointed as the primary contractor for each region and the secondary (reserve) contractor for the other region with the Lot. In certain circumstances including in the event of actual work volumes exceeding forecasting volumes, the capacity of contractors and where contractors are not achieving key performance indicators there will be a re-allocation of work. Tenderers will be required to submit a tender to perform the full scope of services and works which may be requested by Family Mosaic under each Lot. Family Mosaic intend to award the 2 call-off contracts at or around the same time as it appoints tenderers to each framework. Further details are set out in the procurement documents including in relation to Lot and region allocation under each framework.

The lowest/highest figures above indicate the estimated maximum value across the 5 frameworks.
