The contractor has been appointed to deliver a dashboard for the A Better Start programme delivered by the Big Lottery Fund (the Fund) This contract is funded under a section 43 agreement of the National Lotteries Act which means that the contract deliverables must benefit the five ABS grant holders (Listed in location) and support them in their grant delivery. A section 43 contract is funded under a grant arrangement process which means that all costs must be specified up front on a full cost recovery basis. No additional funds for travel, subsistence or service deliverables can be claimed which are not specified upfront in the schedule of charges .

Strand 1 - Data Visualisation strategy

The contractor will be required to build on the existing scoping work to date which has focussed on data definitions and data submission for five partnerships and their stakeholder. The ABS sites have each developed their own local monitoring and evaluation systems which inevitably means there is some variation in the range and definition of data collected in sites. Whilst a common dataset has been agreed further work may be required to resolve some local interpretation of data items. The successful contractor will be required to review and clarify with the five ABS partnerships 1. Data Format and 2. Dataset Content. In addition the contractor will need to review local data management processes and agree an approach to submitting data for cleansing.

Strand 2 - Data Pipeline, Reporting and Business Analysis

Once strand 1 work is complete Strand 2 will focus on the routine cleansing and uploading of data to the preferred IT system (Tableau). The contractor will:

Collect routine data submissions from five ABS partnerships on a quarterly and annual basis.

The contract reporting period runs 01 April - 31 March annually. The ABS programme began on 01 April 2015 which results in a number of requirements for the preferred supplier.

Strand 3 - Data Visualisation application management and support

The Fund and ABS partnerships have requested a Tableau based online data solution. The contractor must therefore provide for Tableau Annual Subscription (or equivalent) as part of this contract. It is important that the contract does not result in any additional cost or resource implications for ABS partnerships, Big Lottery Fund or The Warwick Consortium with whom data visualisations will be shared. Tableau licenses must have cost free unlimited reader logins for stakeholders to access published data.
