description
The framework is a new procurement approach for the provision of the inspection and service maintenance of cableways, bringing the service requirement together throughout England. Cableways are used to measure open river current flow of water and generally used where it is not possible to carry out the activity safely by wading into the river. There are 153 cableway sites that require inspection, service and remedial maintenance.
In addition, the framework will incorporate the surveying of all English Cableways sites to create an Operational Manual for each site, and a single asset log for English Cableways.
It is proposed that a procurement is conducted via an open procedure in accordance with the Public Contract Regulations 2015 (PCRs) to develop a national framework agreement for a period of 4 years based on an initial placement of 2 years with the option to extend placements for a third and fourth year.
The framework will comprise of 3 regional Lot's (Northern, Midlands, and, Southern). Up to 3 operators will be awarded a placements on each of the 3 Lot's, based on the award criteria for each of the 3 Lot's as set out in this ITT and the Framework Agreement. There will be no restrictions placed on the number of Lot's an operator can be awarded a placement on.
An initial call off will be made by all 11 geographic areas to contract with the highest ranked Tenderer offering the most economically advantageous solution based on the award criteria for each of the 3 Lot's as set out in the framework agreement, all further call off contracts with be reliant on both the capacity and capability of the Tenderers as well as ranking.
The framework will include the option for the Authority to award contracts through the framework by means of a mini competition, this will be delivered by partly reopening competition amongst the operators which are party to the framework agreement.
