NHS England – Lancashire and Greater Manchester wishes to engage with potential providers through a Request for Information (RFI) process in relation of a proposed procurement of Minor Oral Surgery (Tier 2) Services within the Lancashire area.

NHS England - Lancashire & Greater Manchester has recognised an increasing level of oral surgery referrals into secondary care. This has included procedures that are too complex to be carried out in a primary care dental practice as well as referrals for procedures that would normally be expected to be undertaken within primary dental care.

The service specification sets out a proposed model for Minor Oral Surgery (Tier 2) procedures currently undertaken in secondary care which are deemed suitable to be carried out in the community setting.

It is proposed that the service is to be procured in 4 Lots, based on the provision of the services across the geographical locations described below

-East Lancashire Blackburn with Darwen
-Central Lancashire
-Fylde Coast
-North Lancashire

The purpose of this market engagement exercise is to:

  • Better understand the capability and capacity of potential providers to deliver the proposed service;
  • Understand the interest of providers;
  • Understand the interest in each Lot;
  • Aid benchmarking activities which assist in financial modelling; and
  • Assist in the consideration, of the proposed service delivery across the geographical areas within Greater Manchester, understanding if this is achievable ensuring equitable access to high quality, safe and effective services at the right time and in the right place.

Potential Providers are requested to complete the RFI documentation by 12 noon 2nd December 2015.

Following receipt of the RFI responses, if required providers may be invited to 1:1 sessions with NHS England Lancashire and Greater Manchester to be held the week commencing of 14th December 2015.

The North of England Commissioning Support Unit (NECS) is managing the RFI process for and on behalf of NHS England – Lancashire and Greater Manchester. NECS is utilising an electronic tendering tool to manage this procurement and communicate with potential providers. Accordingly, all communications and submissions will be conducted via the In-Tend Portal, https://in-tendhost.co.uk/necs. It is free to register on the portal, which can be accessed at any time of day.
