NHS England (London and South Region) would like to invite Bidders to attend a Market Engagement Event which will inform the market of the intentions to procure Adult Respiratory Extra Corporeal Membrane Oxygenation (ECMO) services for the South West of England/North Central and North West of London.
ECMO services cover the whole of England divided on geography ( as shown in the map attached). The ECMO service for South West, North West and North Central London is the only geographic section of the service being tendered at this time, although consideration will be given to a national procurement at a future point based upon a service specification review. Since the attached map was drawn the Critical Care networks for North Central and North East London have merged, however, hospitals within North Central still refer to the North West located centre. This tender is for a three year period (plus the opportunity to extend for a further two years). This timetable will allow for a possible national re-procurement at a future point.
Adult Respiratory Extra Corporeal Membrane Oxygenation Service Requirements
The adult respiratory ECMO service provision encompasses:
- Acceptance of patients referred to the service who fulfil the eligibility criteria for entry to the service
- Specialist retrieval
- Assessment (up to a maximum of 48 hours)
- Treatment: provision of extracorporeal life support through a pathway of care
using standard clinical protocols.
- Post treatment support (post decannulation up to a maximum of 48 hours)
- End of life care
ECMO centres will be expected to:
- Anticipate, plan for and manage seasonal variation
- Respond as part of a national system to unanticipated surges in demand, over and above the seasonal demand
It is intended that a procurement process will commence in early December 2016 with a view for the services to commence on the 1st July 2017.
A Market Engagement Event will be held on 7th November 2016. The event will take place at:

The Market Engagement Event will provide:
- an overview of the vision and future landscape of the service
- details of the anticipated contract type, length and particular conditions
- an overview of the procurement process and the anticipated timeline
Places are limited therefore reservations are limited to no more than 3 persons per organisation. It is our intention to record this event.

Please note this is purely a market assessment exercise to gather facts and generate interest. The subsequent procurement will be advertised separately and all organisations wanting to participate will need to respond to the procurement advertisement as and when published.
