The Local Authorities in the Greater Exeter area are starting work on aligned planning policy and development strategy. As part of this there are moves towards preparing a joint Plan for the area. The joint Plan will cover the following Local Planning Authority areas:

Exeter;
East Devon;
Teignbridge; and
Mid Devon.

Devon County Council is a partner in this joint planning work.

The joint Plan will be a statutory planning document, setting out the strategic elements of a Local Plan. It will cover the period to 2040 in the context of a longer horizon to 2045. The Plan is likely to include:

A vision and objectives;
High-level strategies for housing, economic growth, transport and environmental themes;
Development distribution;
Policies for growth areas and other functional areas;
Large development allocations;
Strategic infrastructure proposals; and
Common policies for certain topics.

The Viability Evidence (VE) is an important step in the preparation of the GESP. The NPPF identifies the advantages of carrying out development cost and viability assessments for development as part of the wider exercise of plan making including preparing local plan policies (such as affordable housing) and setting the Community Infrastructure Levy.

The Authority is inviting Tenders from a suitably qualified and experienced external consultancy to produce evidence which will consist of three (3) logically structured Viability Assessment evidence reports that cover the relevant GESP area and sites. Documents should express modelling conclusions in a format which allows officers / decision takers to interpret and make judgements between the competing needs to deliver affordable housing, fund infrastructure and address the requirements of other policies.
