NHS Southport & Formby CCG and NHS South Sefton CCG - Home Oxygen Service - Assessment & Referral (HOS-AR)

NHS Midlands and Lancashire Commissioning Support Unit (CSU) is working on behalf of NHS Southport & Formby CCG and NHS South Sefton CCG who are making a direct award of 1-year contract for a Home Oxygen Service - Assessment and Referral (HOS-AR) for patients living in the CCG areas.

The aim of the service is to assist patients who require oxygen to treat their medical conditions. The provider will be required to deliver assessment and follow-up appointments in either a clinic environment or in the patient's home, where appropriate. The medical conditions include treatment of hypoxaemia in patients with saturation of less than 92% on air or high flow short burst oxygen for the treatment of cluster headache. NICE guidance recommends that a specialised assessment needs to take place to enable the oxygen requirements of the patient is individually met.

This contract is to be awarded for a 1-year period whilst the CCGs examine their options in relation to the Commissioning Intentions for this service. The CCGs launched a call for Expressions of Interest (EOIs) on 22nd October 2020 and has received EOI submissions.

The CCGs suspended business as usual activity from January 2021 in order to focus on the COVID-19 vaccination programme. Commissioning Intentions for 2021-22 therefore hadn't been informed by the results of the EOI submissions so the CCGs wish to award a further 1-year contract whilst the Commissioning Intentions and options are examined and approved during 2021-22.

Additional information: This Contract Award Notice is published under the Public Contract Regulations 2015. It is for clinical services which are Light Touch Regime services for the purpose of the Public Contracts Regulations 2015 as specified in Schedule 3 of the Regulations ('Regulations'). Accordingly, the contracting authority is only bound by those parts of the Regulations detailed in Chapter 3 Particular Procurement Regimes Section 7. The contracting authority is not voluntarily following any other part of the Regulations.
