To enable the buyer (the Council) to have a secure mechanism to electronically transfer funds to eligible customers with social care needs under direct payment scheme, which they are then able to use to purchase the care they require from a supplier of their own choice, and under arrangements, which they themselves control as best suits their own circumstances, needs and preferences.

To provide good financial governance for the buyer (the Council) including monitoring spend to ensure that funds are being spent according to an individual customer's assessed needs and provide an audit trail of payments and expenditure that the prepaid card solution offers. Therefore, the buyer requires a solution that is capable of issuing physical prepaid cards, virtual cards, direct debits, trigger alerts, limit spend and allow instant access to a wide range of periodical financial management reports as may be deemed necessary.
