Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the directive

Explanation:

Justification: Following the original tender exercise in 2018. The contract was awarded to the highest scoring tenderer. Following unforeseen issues, the contract is now mutually being terminated early. Therefore the Authority has elected to award the contract to the reserve bidder; St Helen's and Knowsley Teaching Hospitals NHS Trust. The contract duration is the same as awarded under the initial tender process.

The contract has to be let urgently because of the risk (arising for unforeseen reasons) of being left without a provider of essential lead employer services.

Following publication of this notice and the OJEU notice, the contracting authority will allow a 10-day standstill period prior to entering into the contract, pursuant to regulation 99(3)(c) of the Public Contracts Regulations 2015.
