The successful supplier will need to be able to undertake all services specified within the Ad hoc Valuation Services, Estate agency services and annual stock valuation services preambles contained in the tenderbox on Delta.
Ad-hoc Valuation Services
(1)A valuation service is required to undertake desktop research and a site visit to determine a property valuation in compliance with RICS Red Book valuation protocols. The valuations will need to be completed for a variety of reasons, including but not limited to the following:
•Disposal for Right to Buy •Disposal for Right to Acquire •Acquisition •Mortgage valuation survey
(2)A valuation service is required to undertake desk top research and a site visit to determine a land valuation in compliance with RICS Red Book valuation protocols. The valuations will need to be completed for a variety of plots of land ranging from a few m2 through to larger development sites capable of developing for 50+ units.
As a guide it is anticipated that up to 400no valuation surveys will be required per annum (calculated by 100 RTB’s & RTA’s, up to 200no general needs disposals, up to 50no potential acquisition surveys & up to 50no land disposal valuations) however it should be noted that these numbers could increase/ decrease with the same costs/ timescales for completions being expected.
Estate Agency Services
An estate agency service is required to enable properties to be disposed of.
This service will include appraising the value and openly market properties throughout the North West of England- predominantly in the L and WA postcode areas. These will be a combination of new build and older housing stock and a mixture of flats and houses and the price submitted needs to be on a per property basis. There is a potential that some units could be shared ownership/ equity. It is estimated that up to circa 200no units will require marketing per annum.
Annual Stock Valuation Services
An annual stock valuation is required to be completed in April/May each year. A full address list of circa 23,000 properties across the mid Mersey area split into a number of schemes, primarily located in the towns of St Helens and Warrington will be provided.
This information will include number of bedrooms, approximate floor area and the previous year’s Open Market Value (OMV) and Open Market Rent Value (OMRV) data.
Suppliers wishing to tender for these works needs to follow the link for the Delta Procurement portal and download the contract documentation. Forms of tender along with qualitative method statements need to submitted before 12noon on 11th March 2016 - failure to do so will result in exclusion from evaluation process.
The tender will be scored based on price & quality with the weighting 80:20 respectively.
The contract in question is for 24 months from the commencement date - subject to satisfactory performance within the initial 12 month period.
Additional information: The contracting authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out for the procurement.
