Torbay Council does not currently have any in-house residential provision and purchases all of its residential placements from third parties. In the financial year 2018/19 we spent approximately £6,00,000 on these placements. There were 44 children in residential placement in September 2019, average cost of £4,800/week. A significant number of placements are outside of Torbay and in some instances outside of the south west region. Torbay Council is looking to contract with one or two providers who will be able to deliver residential placement services within two homes which we will be purchasing. The contract is intended for the sole use of Torbay Council, however placements may be exceptionally made available to other local authorities, where Torbay Council is not fully utilising the service.
Torbay Council will award either:
Lot 1: a single provider to deliver care in a residential setting for children and young people on the edge of care, so that reunification can take place and short and long term placements for looked after children considered to be in need of residential care in the Torbay area; OR
Lot 2: a single provider to deliver care in a residential setting for children on the edge of care, so that re-unification can take place; AND Lot 3: short and long term placements for looked after children considered to be in need of residential care in the Torbay area.
