The Surrey Early Help Commissioning Plan 2016 – 2017 is concerned with the immediate requirement to provide early help to children, young people and their families where they are currently not receiving quality and timely support. There are two key requirements; the immediate need is to provide early help to children, young people and their families where they are currently not receiving quality and timely support. Secondly, we must rethink our early help operating model, de-commission and re-commission a new model that fits in with our partners for 2017 – 2021.
