description

Arun District Council would like to commission Consultants to prepare a Strategic Flood Risk Assessment (SFRA) for the area within the Local Planning Authority’s (outside of the National ParK) boundaries that fall mostly within the Arun and Western Streams Catchment Area, and partly within the River Adur Catchment Area.

The key issues to be addressed in this Arun District Strategic Flood Risk Assessment (SFRA) are risks associated with all types of flooding and its implications, both now and in the future, for land use planning. The potential sources of flooding to be included within the study are:

Fluvial Flooding;
Coastal and Tidal Flooding – including overtopping;
Estuarial flooding and watercourses affected by tide-locking;
Groundwater flooding (including interactions between the aquifers and perched water tables);
Surface water flooding;
Flooding from overland flows (considering both flood routes/paths and storage);
Flooding from artificial drainage systems; and
Flooding from infrastructure failure.

The intention is to bring together all of the existing flood risk information for the Arun area and to supplement it where required. The study will build on existing modelling and plans i.e. the draft Arun and Western Streams Catchment Flood Management Plan; West Sussex Rifes Catchment Flood Management Plan, Beachy Head to Selsey Bill Shoreline Management Plan; River Arun to Pagham Coastal Risk Management Strategy; Lidsey Surface Water Management Plan and the emerging work for the Aldingbourne Rife Integrated Flood Risk Management Plan and Works (ARIFRM) and the Drainage Area Plans (when available). Plus the existing SFRA, WSCC report on the 2012 flood events, Local Flood Risk Management Plan and Elmer Surface Water Management Plan.

It is envisaged that the study will be carried out in two main stages corresponding with Level 1 and Level 2 Assessments in line with the Planning Practice Guidance; with intermediate stages for consultation, reporting and audit activity.

Stage 1: Data Gathering and evaluation
Stage 1 Interim Report
Stage 2: Strategic Assessment of Flood Risk.
Stage 2 Draft Report
Stage 3: Final Report & Deliverables for comments
Stage 3 Final Report agreed and signed off
