The Isle of Man Government invites expressions of interest from suitably qualified and experienced organisations to provide a detailed report to redesign the Cancer Pathways in the Isle of Man for the Department of Health & Social Care.

Macmillan Cancer Care has been working in partnership with the Isle of Man Government and is currently funding a Partnership to improve Cancer detection and outcomes across Primary, Secondary and Tertiary Care. Data needs to be provided on the present state of Cancer outcomes and the routes into the Secondary service. In order to do this a data mining exercise is necessary. This will then form the base of an exploration with clinicians into improving care by re-design.

In March 2015 the West Midlands Quality Review Service (WMQRS) presented findings following their review of the care of people on the Isle of Man with Cancer, which included a visit in October 2014. In response to the contents of this report and other reviews undertaken by the WMQRS, a quality improvement programme plan including Cancer was begun.

The quality improvement programme for Cancer has a significant focus on describing the Cancer pathway by collecting data and information about the process in order to identify where improvements can be made. This aligns closely with the priorities outlined in the National Cancer Plan and addresses one of the key risks identified in the WMQRS report.

The Department wishes to address the specific issues identified concerning availability and use of data about Cancer Pathways. This tender is intended to find contractors who can collect data and information from Primary, Secondary and Tertiary care in order to describe and assess the Cancer pathway for all tumour sites.

Insights from the data analysis will need to be aligned with patient flows, service configurations and organisational behaviour to provide an overview that will help to identify where improvements could be made and to start to quantify the potential scale of impact of any recommended interventions at these points.
