**Please note this is an Award Notice and not a call for competition, this Contract has been awarded via the CCS Heat Networks and Electricity Generation Assets Dynamic Purchasing System.**

The Department for Business, Energy and Industrial Strategy had a requirement for a consultant to provide specific advise on delivering a strategic appraisal of the options for implementing SMETER and other in-use metrics including within SAP and EPCs, their use within delivery of retrofit activities, and appraisal of options for a validation system and data access arrangements including:

  • An overall strategic vision for a national in use performance measurement system;
  • The identification of value chains that the system must enable with different interests at national, regional, and household levels;
  • The business and regulatory requirements that the system must satisfy in order to realise the intended vision and value chains;
  • A high-level business, data and policy architecture that is capable of satisfying the stated business and regulatory requirements;
  • An implementation roadmap that describes how the architecture could be physically delivered.

The project shall be delivered in 2 Phases

Phase 1

The aim of Phase 1 is to scope areas for implementing a national performance metrics system, including the elements set out above and the following specific appraisal areas:

Phase 2

This phase of the project is not guaranteed and shall be subject to the satisfactory delivery and findings of Phase 1 and The Department's approval in writing to move forward to Phase 2.
