Dudley Metropolitan Borough Council’s new housing Framework is to undertake the design and construction of new Council Housing within the borough of Dudley. As well as providing new homes it is envisaged that the project will deliver community benefits such as employment and regeneration for the community and economy.
Dudley MBC invites tenders for places on a Framework Agreement to carry out the design and construction of new build housing. There may also be opportunities for conversion of existing non-domestic buildings into new housing. Pre-construction advisory services will also be included. It is anticipated that there will be 3 contractors on the Framework. However, all work will be allocated to the first placed contractor in this tender for places on the Framework Agreement with a further two contractors being listed as “reserves”.
It would not be appropriate to split this Framework into lots, as this will not deliver the expected economies of scale to deliver the economic and community outputs required.
In general, work requirements are to comprise of the following areas:
- New build housing construction and conversion of existing non-housing buildings
- Design services for new build and conversion to housing
- Pre construction advisory services, including feasibilities and grant bidding
- Demolition and site clearance
- Management of statutory authorities and services
Dudley Metropolitan Borough Council is PAS 91 compliant and will be utilising the PAS 91 questionnaire for this restricted procedure.
PAS 91 is a standardised pre-qualification questionnaire which has been developed to reduce the need for contractors to complete a variety of different pre-qualification questionnaires for different, and in some cases, the same clients. Developed by the British Standards Institute (BSI), the question set has been commissioned by Government and is a recommended common minimum standard for construction procurement.
This Framework opportunity is open to other West Midlands Authorities.
