Sandwell Metropolitan Borough Council is seeking to appoint an experienced consultant to evaluate environmental information submitted by Network Rail as part of a planning application to develop a Concrete Sleeper Manufacturing Facility on land at Bescot Rail Yard, off Sandy Lane, Wednesbury, West Midlands.
